DISTRIBUTED RESPONSIBILITY IN TIMES OF BIG DATA AND THE INTERNET OF THINGS

We live in a world of always-on ubiquitous forms of data collection and ever-expanding data-based governance. Due to the explosion of sensor driven data, advanced data mining, and predictive analysis algorithms the effects of Big Data may be found in a wide array of fields. Examples include military and civil surveillance, social robotics, the online economy, the workplace, education, and health among others. In addition, sensor-based data are used to govern and control variants of the Internet of Things: smart traffic systems, smart energy systems and many financial systems function without human intervention. Related to these developments, the workshop wants to explore the promising concept of “distributed responsibility”.

By requesting contributions from different fields, e.g. philosophy, computer sciences, robotics, and arts, some of the following questions should be answered:
• What could be an adequate concept of (distributed) responsibility that artificial systems might also meet in the future?
• How is human autonomy and control being addressed to or even substituted by potentially non-human responsible agents?
• What might this mean for the responsible application of concrete technologies like social robots, smart homes, civil and military drones, self-driving cars or financial technologies?
• How do Big Data and the Internet of Things challenge the future of responsibility in social structures like military command chains, social-media communication, e-government, commercials or education?
